Europe’s wealthiest are driving the bloc’s emissions while ordinary Europeans make the steepest cuts, according to new Oxfam research published ahead of COP30. This research also comes amidst the EU watering down its own climate ambition. 

As the EU scales back its climate ambition, new Oxfam research reveals the stark carbon inequality in the EU: Europe’s wealthiest are increasing their emissions, while ordinary Europeans have made the biggest cuts. The report highlights three key findings: Europe’s wealthiest are burning through our climate budget: the richest 10% of Europeans produce as much carbon as the bottom 50% combined. Carbon cuts are driven by ordinary Europeans, while Europe’s elite keep polluting: emissions have fallen. The bottom 50% of Europeans reduced their emissions by 27%, while the richest 0.1% increased theirs by 14%. To stay on the 1.5°C pathway, the EU must tackle the excessive emissions of Europe’s richest: everyone must cut their emissions, but the richest must go much further. The research shows that, to stay within the 1.5°C limit, the bottom 50% would need to cut their emissions in half, the top 10% by 90%, the top 1% by 97%, and the top 0.1% by 99%. 2024 was the first year that average global temperatures exceeded 1.5°C above pre-industrial levels. Yet, since the European elections, the EU has scaled back its climate ambitions, failing to submit its climate plan before the COP30 deadline and watering down climate legislation in the name of simplification. Oxfam calls on the EU to ramp up its ambition for emission reduction, with measures aimed at Europe’s wealthiest, to avoid a climate catastrophe and reduce climate inequality.

Global greenhouse gas (GHG) emissions are set to rise by 10.6% by 2030 instead of falling by the 45% needed to limit the increase in global temperature to 1.5 °C. The G20 countries are the worst and most-responsible offenders, says Oxfam.

Climate activists today added a dramatic twist to the COP29 summit with a live game show called Make Polluters Pay. As the United Nations climate finance negotiations entered their final days in Baku, activists took center stage at the summit conference venue. Dressed as fossil fuel executives, they theatrically shoveled fake "money" into a symbolic Loss and Damage Fund, highlighting the urgent need for rich countries to pay up on climate finance.

Global climate activists today gathered at Baku’s Olympic stadium —the venue for the United Nations climate talks— to urge world leaders to commit to a new, ambitious climate finance deal. The message “Pay Up!” unfolded across the stadium seats, in perfect sight from the COP29 presidency offices located on the opposite side of the arena. 

The carbon footprint of a super-rich European, accumulated from nearly a week of using super yachts and private jets, matches the lifetime carbon footprint of someone in the world’s poorest 1 percent, a new Oxfam report reveals today. The first-of-its-kind study, “Carbon Inequality Kills”, tracks the emissions from private jets, yachts and polluting investments and comes ahead of COP29 in Baku, Azerbaijan, amidst growing fears that climate breakdown is accelerating, driven largely by the emissions of the richest people.

Up to $41 billion in World Bank climate finance —nearly 40 percent of all climate funds disbursed by the Bank over the past seven years— is not being properly tracked due to poor record-keeping practices, reveals a new Oxfam report published today ahead of the World Bank and IMF Annual Meetings in Washington D.C.
