12 months after Cyclone Idai battered Southern Africa, more than 8.7 million people remain in desperate need of food and water. We stand in solidarity with communities still recovering, and we celebrate the women who, despite losing everything, still work tirelessly to support each other and rebuild their lives.

The Horn, East and Central Africa are facing a profoundly alarming hunger crisis. More than 66 million people are in need of humanitarian aid as climate extremes have caused widespread food and water shortages. Oxfam is on the ground responding but we urgently need your help to save more lives.

Climate-fuelled disasters were the number one driver of internal displacement over the last decade – forcing an estimated 20 million people a year from their homes. While no one is immune, it is overwhelmingly poor countries that are most at risk.

We are in a climate emergency. It is wreaking havoc across the globe and it's the poorest communities and women who are paying the heaviest price. Battered by cyclones and ravaged by extreme drought, poor communities in the Horn of Africa and Mozambique have found themselves on the front line of a climate crisis they did little to create.

Advancing the right of people living in poverty to sustainable livelihoods has been a cornerstone of Oxfam’s work for many decades. Our goal is to enable millions of women and communities to become more resilient to a changing climate, and to secure access to the land and natural resources on which they depend.

As Oxfam leaders from across the world, attending our annual board meetings in Kenya, we send our solidarity to the people of Mozambique, Zimbabwe, Malawi whose lives have been devastated by cyclone Idai. Our hearts go out to the families of those who have perished, and the more than 2.6 million people who have been robbed of precious livelihoods, homes and lands. Many of these people were already struggling to make ends meet and living in communities with fragile infrastructures such as roads, water and power. 

Climate finance efforts by developed countries are at a critical juncture. There are only two years before the deadline by which developed countries have committed to jointly mobilize $100bn per year to support climate action in developing countries. This briefing paper offers an assessment of progress towards this goal.

Reducing the impacts of disasters on poor people is absolutely vital. Climate/disaster risk financing could play a useful role if it is part of an approach that includes risk reduction, if it strengthens social protection, and if it has real participation from civil society.
