The Global Refugee Forum ended today with refugees making sure that their message to be fully included in all decisions about their futures was heard by world leaders. Despite real strides taken to include more refugees at the Forum, where they have been represented on high-level panels alongside governments, business leaders, and UN agencies, only 2% of the total 3000 participants were refugees. World leaders must do more to bring real change and uphold their pledges to the 25.9m refugees worldwide.

As the UN General Assembly kicks off again this year, Oxfam’s experts and partners are available to speak to their work focused on the People’s Vaccine for COVID-19, the climate crisis - including climate finance, and a number of pressing humanitarian crises. 

Through analysing climate finance provided to 37 fragile and conflict affected states (FCAS) in 2019-20, we find that the scale of finance going to these contexts is far below what is needed, at an average of 13.64 USD per person per year, and much of it is of poor quality. Despite being responsible for a small proportion of emissions, in 2019-20, over half of the climate finance for FCAS came in the form of debt-creating instruments such as loans, and almost one-tenth was provided as non-concessional loans.
