We need to transform our economies to deliver universal health, education and other public services. To make this possible, the richest people and corporations should pay their fair share of tax. This will drive a dramatic reduction in the gap between rich and poor and between women and men.

Widening inequalities are tearing our world apart. This is not by chance, but choice: “economic violence” is perpetrated when structural policy choices are made for the richest and most powerful people. But we can radically redesign our economies to be centered on equality, in which nobody lives in poverty, nor with unimaginable billionaire wealth—in which inequality no longer kills.

The coronavirus crisis has exposed our collective frailty and the inability of our deeply unequal economy to work for all. Yet it has also shown us the vital importance of government action to protect our health and livelihoods, and to create a more equal and sustainable world. 

Every country in the world is experiencing an economic shock as a result of the Coronavirus crisis, and all governments must act now to protect their people from destitution. Unless dramatic action is taken to shore up the economies of developing countries, the crisis could push as many as half a billion people into poverty.

This report, co-written by the Economic Commission for Latin America and the Caribbean (ECLAC) and Oxfam, seeks to show why it is urgent that the effectiveness of tax incentives is reviewed and assessed, in order to guarantee the rights of citizens. 

The report seeks to demonstrate the gendered implications of how tax systems are designed, focusing on identifying aspects of taxation that can damage women's economic autonomy. It also offers recommendations for transforming tax policy as an instrument to help combat some of the inequalities affecting women.

The deadline for achieving the Sustainable Development Goals is looming, and the poorest countries face significant funding gaps as well as growing economic inequality that stands in the way of poverty reduction.

The petroleum sector offers governments huge potential revenues that could be invested in poverty alleviation and inequality reduction, but those revenues must first be collected. Oxfam proposes recommendations to address these challenges and ensure that governments collect the taxes owed for the exploitation of their finite, nonrenewable petroleum resources.

This second edition of the Commitment to Reducing Inequality (CRI) Index is based on a new database of indicators, now covering 157 countries, which measures government action on social spending, tax and labour rights – three areas found to be critical to reducing the inequality gap.

This is helping to fuel the crisis and has increased the vulnerability of people living in poverty, especially women.
