Beatrice, 19, fled the war in South Sudan with her husband and young baby after her mother was raped and killed.  Today, she lives with her family in Imvepi Refugee Settlement, among other 95,000 people. She is just one of the one million South Sudanese refugees currently hosted in nearby Uganda.

France is unlikely to be able to guarantee safety and human rights for asylum seekers in Libya, Oxfam said in reaction to French plans to set up a processing centre in Libya for asylum seekers in the North-African country.

While EU governments are meeting in Tallinn today to approve plans for more cooperation with Libya in order to stop people from entering Europe, Oxfam and its partners are hearing new accounts of murder, torture and other horrific abuses being suffered by refugees and other people who have fled through Libya - a place they call “hell”.

This briefing note presents a preview of key findings from Oxfam-commissioned research in Lebanon and Jordan and concludes that for assistance to succeed in its aim of helping both refugees and poor host communities there is a need for increased democratic ownership, transparency and accountability in donor and government aid policies.
